Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are released from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and utility failures in many homes as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to deter Moscow, through words or deeds, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a total frontline collapse until circumstances change in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
